Facilities management
Stronger bids for FM contracts, public and private.
Velstrian Bid finds facilities management (FM) contracts, such as cleaning, security, catering and building maintenance, and helps you answer them from your own documents. For hospitals, schools and councils, and for offices, shops and property managers too.
Your first 7 days are free. A card is needed to start.
Who asks you to bid
People move with the contract. So does the risk.
Public buyers are hospitals, schools, councils, housing associations and government offices. They advertise on official listing sites and often buy through government agreements and frameworks. Private clients, such as office landlords, managing agents, retailers and private hospitals, usually send their tender straight to you.
Two things make FM bids demanding. The staff on a contract usually move to the new provider, so buyers want a clear, believable plan for looking after them and keeping the service running. And buyers score how quickly and safely you will start the service, then hold you to it.
For a team running live contracts at the same time, that is a lot to write well and keep consistent.
How Velstrian Bid helps
Consistent answers, mobilisation to KPI.
One place to find FM work, write the bid and prove you delivered.
-
Find the work you can staff.
New public contracts arrive every morning, already matched to the services you run and where. A managing agent or a retailer sent you a tender? Upload it.
-
Answer the staff and start up questions well.
Your answers on taking over staff and starting the service are drafted from bids you have already written, so they read the same in every tender. You approve each one.
-
Keep the numbers true.
Every pound and percentage has to come from your own records before an answer is shown, so nothing is made up.
-
Show what you delivered.
After you win, keep proof of each promise, such as response times and local jobs, ready for the client's reviews.
For when you need it
The rules and words, explained.
You do not need any of this to start. Open a line when a rule or a word comes up in a tender.
Where public contracts come from
Public buyers must advertise most contracts on official listing sites. Velstrian Bid reads Find a Tender, Contracts Finder, Public Contracts Scotland and EU TED every morning at 06:00 UTC and names the site on every notice. Canada, US federal and World Bank notices are available per organisation on request. Private clients rarely advertise, so you upload the tender they send you.
Hard FM and soft FM
Hard FM is looking after the building itself, such as the fabric, heating, electrics and lifts. Soft FM is the services in it, such as cleaning, catering, security and grounds. Public buyers often let both through the Cabinet Office's central facilities management agreements and through sector frameworks, approved lists of suppliers that buyers call work off.
TUPE
TUPE, the Transfer of Undertakings (Protection of Employment) Regulations 2006, means the staff on a contract usually move to the new provider on their existing terms. Buyers want a clear plan for how you will consult them, protect their terms and keep the service running through the change.
Mobilisation
Mobilisation is how you start the service on day one: staff, equipment, training and handover. Buyers score how quickly and safely you will do it, then hold you to it.
CPV codes
A CPV code is the standard number a public buyer uses to label what it is buying, for example a code for cleaning services. You can filter the morning feed by CPV code, region and contract value, so only the contracts you can staff reach your list.
PPN 026 and social value
Social value is the extra good you do locally, such as local jobs, fair pay and community benefit on site. PPN 026, the next edition of the Social Value Model, applies to central government procurements commenced on or after 1 January 2027 at 1 million pounds inc VAT or above. Velstrian Bid adds up the figures in code from a curated library of measures aligned to National TOMs conventions (Themes, Outcomes and Measures, a UK way of counting social value).
PPN 017 and AI
PPN 017 is the government guidance on telling a buyer when AI helped write a bid. Every answer drafted with AI carries that note, and a person approves it before it is sent.
Procurement Act 2023, KPIs
The Procurement Act 2023 sets the rules public buyers follow. Section 52 says a public contract worth more than £5m needs at least three published targets, called key performance indicators (KPIs). Section 71 says performance against them must be assessed and published. Velstrian Bid checks these duties for you and keeps your delivery proof beside each target. The checks guide you and never block you.
Questions
FM bidding, answered.
Can I use Velstrian Bid for private FM contracts?
Yes. Office landlords, managing agents, retailers and private hospitals usually send their tender straight to you. Upload it, and Velstrian Bid drafts the answers from your own documents in the same way as for a public tender.
Which FM frameworks and buyers does Velstrian Bid cover?
Velstrian Bid reads the FM tenders and call-offs published on the official listing sites, including work let through central government facilities management agreements and from NHS, education, council and housing buyers. You filter by CPV code (the buyer's standard label for the type of work), region and value.
How do I answer TUPE questions in an FM bid?
Most FM re-tenders involve TUPE, the Transfer of Undertakings (Protection of Employment) Regulations 2006, because staff move with the contract. Velstrian Bid drafts your staff transfer answers from bids you have already written, so your approach to consultation, terms and continuity is consistent, and a person reviews every draft before it goes in.
Does Velstrian Bid help with mobilisation and KPI commitments?
Yes. Your start up plan and service targets (key performance indicators, or KPIs) are scored in the bid and then followed into the contract. Velstrian Bid checks the Procurement Act 2023 duties on published targets and gives you a place to record proof of delivery after you win.
How is social value scored on FM contracts?
PPN 026, the next edition of the Social Value Model, applies to central government procurements commenced on or after 1 January 2027 at 1 million pounds inc VAT or above. Councils, NHS trusts and private clients are not bound by it, and many score social value under their own policy. FM buyers often ask for local jobs, fair pay and community benefit on site. Velstrian Bid works out the figures in code and drafts the words from your own data.
