Everything from finding the work to delivering it.

Councils, schools, housing associations, the NHS and private companies all ask for bids. Velstrian Bid helps you with each one, step by step.

  • Write

Answer every question from your own documents

Each answer is drafted from your past bids, policies and case studies, kept in one library that grows as you go. Every claim is checked against your documents, and you can see where each one came from.

A drafted answer in Velstrian Bid to question 1 of the demo tender, about keeping six public buildings clean, safe and well maintained, written from the business’s own documents, 222 of 300 words.
  • Find

    Find contracts that suit you

New public contracts from Find a Tender, Contracts Finder, Public Contracts Scotland and EU TED arrive every morning, already matched to your business. Sent a private tender or a request for a quote? Upload it. You find the work that actually fits.

A live contract in the Velstrian Bid feed, with the buyer, the value, the sector and region, how well it suits the business, and buttons to open it, find the notice or save it.
  • Decide

Decide which ones to go for

Every contract gets a score out of 100 for how well it suits you, with the reason behind each part. Award history shows who won similar work before, and what it was worth. You make the call.

The bid or no bid fit for the demo tender in Velstrian Bid: Review, a fit score out of 100, the reason in one line and high confidence from five recorded past contracts.
  • Check

Get a colleague to check it

Invite people to read and comment without paying for another seat: 3 on Starter, 10 on Pro and 25 on Portfolio. Nothing is sent until a person approves it.

A comment thread on question 4 of the demo bid: a question about naming the cover staff for each site and a reply pointing to the staffing policy.
  • Deliver

Keep track of what you promised after you win

Every promise survives the award. Once you win, the promises in your bid become a checklist with dates. The proof sits beside each one, so your report to the customer is ready when they ask.

Delivery tracking for a won demo contract in Velstrian Bid: the promises made in the bid, how many are at risk or behind, and how much of the first one has been delivered so far.

The detail, for when you need it.

You do not need any of this to start. Open a line when a rule or a word comes up in a tender, and read everything Velstrian Bid does today.

The rules for public contracts

The Procurement Act 2023 sets the rules public buyers follow. Its duties on the targets a contract is measured against are the ones nobody reads until it is too late. These checks guide you and never block you.

Procurement Act 2023, section 52

Public contracts with an estimated value above £5m must have at least three published key performance indicators, the targets the contract is measured against. Velstrian Bid flags the threshold, counts your published targets and shows any shortfall.

Section 71

Performance against those targets has to be assessed and published. Velstrian Bid keeps the targets beside your delivery proof, so the assessment comes from the record, and rates the yearly summary red, amber or green. The obligation outlives the bid, for the life of the contract.

PPN 026 and social value

Social value is the extra good your business does locally. PPN 026 is the next edition of the Social Value Model. It applies to central government procurements commenced on or after 1 January 2027, at 1 million pounds inc VAT or above. Totals are worked out in code from a curated library of measures aligned to National TOMs conventions. National TOMs (Themes, Outcomes and Measures) is a common UK way to count social value. The buyer publishes the weighting, and it is a weighting, not a score.

PPN 017 and AI

PPN 017 is the government guidance on telling a buyer when AI helped write a bid. Every AI drafted answer carries that disclosure, and a person approves it, never the model.

How a contract is scored for you

Each contract is scored out of 100 on seven reasons, so you can see why it suits you or not.

The seven reasons and their points

  • Sector how close the work is to what you already do 22 points
  • Social value the good you can show you do locally 20 points
  • Capacity whether the contract is a size you can handle 18 points
  • Geography where the work is 12 points
  • Timeline whether there is time to respond well 12 points
  • Evidence the proof you already hold 6 points
  • Market who won similar work before, and against how many bidders 10 points

Everything Velstrian Bid does today

All 12 parts of the product, from finding the work to proving you delivered it.

  1. UK and EU tender discovery

New public contracts daily, each with its source.

Read in full: UK and EU tender discovery

New contracts from Find a Tender, Contracts Finder, Public Contracts Scotland and EU TED, refreshed daily, with the source named on every notice. Canada, US federal and World Bank notices are available per organisation on request. Filter by sector, value and region and save the ones worth a bid. You also see prior information notices and the end dates of frameworks and dynamic purchasing systems (standing lists of approved suppliers), the early signs that a tender is on its way.

  2. Bid or no-bid, with reasons

How well each tender suits you, and why.

Read in full: Bid or no-bid, with reasons

A seven part score (sector, social value, capacity, geography, timeline, evidence and market) shows how well a published tender suits you, gives the reason behind each part, and suggests go for it, look again or pass. It reads the tender rather than predicting the award, and the decision stays yours.

  3. Award history

Who won similar work, and for how much.

    Read in full: Award history

More than 100,000 published contract awards from Find a Tender, Contracts Finder, Public Contracts Scotland and EU TED: who won similar work, at what value, and against how many bidders. It sits beside the notice you are reading.

  4. Tender document reading, done for you

Upload the tender pack, get the requirements back.

Read in full: Tender document reading, done for you

Start a bid from the tender as PDF, Word, text, Excel or CSV, up to 25 MB a file. Add the rest of the pack, including ZIP archives and PowerPoint, up to 100 MB a file. The requirements and clauses are pulled out so an answer can point at the exact wording it answers. A scanned PDF with no text in it is flagged as needing OCR, which turns a picture of text into text, rather than guessed at.

  5. Cited answer drafting

Answers drafted from your documents, each with its source.

Read in full: Cited answer drafting

Answers draw on three kinds of source, kept apart: the rules, the tender’s own wording and your answer library. Your win themes, the points you want the buyer to remember, go into every answer. Each first draft is reviewed and improved against the tender’s scoring rules, and a draft with a number your data does not support is rejected. Every answer carries its citation, the document it came from.

  6. Answer marking against the scoring rules

Spot a thin answer before you send it.

Read in full: Answer marking against the scoring rules

Each drafted answer is marked for how fully it covers the tender’s published scoring rules, so you can see which part is thin before you send it. It reports coverage, never a likely mark or a chance of winning.

  7. SQ and PQQ from one master set

Standard business questions, answered from one master set.

Read in full: SQ and PQQ from one master set

The standard questions about your business that come before the tender itself (a selection questionnaire, SQ, or the older pre-qualification questionnaire, PQQ): accreditations, insurance, finances, policies, case studies and named staff, answered from one master set you keep up to date. Offered above the Procurement Act 2023 section 85 threshold, where those questions arise.

  8. Social value maths, done in code

Social value added up in code, weighting applied.

Read in full: Social value maths, done in code

Social value is added up in code, with the units checked, from a curated catalogue of measures. The weighting the buyer published is applied, never guessed.

  9. Private sector quotes

A priced quotation from your own rate card.

Read in full: Private sector quotes

Quick Quote takes a buyer’s request for a quote, pasted or uploaded, lets you price each line from your own rate card, and produces a quotation to download with your terms attached. You write the scope. The AI does not draft it.

  10. Answer library, tone profiles and learnings

Each bid learns from the last one.

Read in full: Answer library, tone profiles and learnings

A reusable answer library, tone profiles for how your business writes, lessons recorded from each debrief, bid analytics and board reports, so each bid starts from what the last one taught you.

  11. Evidence vault, after award

Record what you delivered against each promise.

Read in full: Evidence vault, after award

Record what you delivered against each promise. Each piece of evidence gets one of three plain verdicts: consistent, a difference to look into, or could not check. Checks against Companies House, UKAS and Cyber Essentials, a report for the customer, and a round trip back into the buyer’s own Word or Excel file.

  12. AI Compliance Advisor

Ask a procurement question in plain words.

Read in full: AI Compliance Advisor

Ask a procurement or social value question in plain words. The Advisor answers from a regulatory brief and, if you agree, from your own bids and commitments. It shows only rule references it can match to its sources, and flags any money figure or percentage it cannot trace for you to check.

Frequently asked questions

What is a tender?

A tender is how an organisation asks businesses to bid for a piece of work. It explains what they need, asks you questions, and says how the answers will be scored. Public bodies have to advertise most of theirs, and private companies send them too.

What do ITT, RFP, RFQ, PQQ and SQ mean?

They are names for the same idea. An invitation to tender (ITT) or a request for proposal (RFP) is a full set of questions to answer. A request for quote (RFQ) is a shorter request for a price. A pre qualification questionnaire (PQQ) or selection questionnaire (SQ) asks standard questions about your business, such as insurance and accreditations, before the main bid. You can work on all of them here.

I have never written a bid. Do I need a bid writer?

No. Velstrian Bid is made for businesses that write their own bids, with no bid writer or bid team. It drafts each answer from your own documents, shows where every claim came from, and you read, change and approve it.

Where do the contracts come from?

Public contracts come from Find a Tender, Contracts Finder, Public Contracts Scotland and EU TED, refreshed daily, and the source is named on every notice. Canada, US federal and World Bank notices are available per organisation on request. For private work, upload the tender or request you were sent.

Can the AI invent a number in my bid?

No. Every £ and % in a drafted answer has to match a figure from your own data before the draft is shown to you. If it does not, the draft is rejected. Social value totals are worked out in code, never by the AI, and an answer cannot be approved until its figures and sources have been checked.

Is AI use disclosed to the buyer?

Yes. Every AI drafted answer carries a PPN 017 note, the government guidance on telling a buyer that AI helped, and a person has to approve the answer before it goes to the buyer. Velstrian Bid does not send anything to a buyer portal on your behalf.

What is social value, and what is PPN 026?

Social value is the extra good your business does in the local area, such as jobs, training or cutting waste, and many public contracts score it. PPN 026, the next edition of the Social Value Model, applies to central government procurements commenced on or after 1 January 2027 at 1 million pounds inc VAT or above. The buyer publishes the weighting, and it is a weighting, not a score. Totals are worked out in code from a curated library of measures.

Does the fit score tell me whether I will win?

No. It shows how well a contract suits your business and the reason behind each part, and suggests whether to go for it, look again or pass. The same inputs always give the same result. It is a reading of the tender, not a prediction of the award, and you make the decision.

Can it read a scanned tender document?

Velstrian Bid reads text. A bid starts from PDF, Word, text, Excel or CSV files up to 25 MB, and the rest of the pack, including ZIP archives and PowerPoint, can be added up to 100 MB a file. A scanned PDF with no text in it is flagged as needing OCR rather than guessed at.

What happens after I win a public contract?

The promises in your bid become a checklist with dates. Under the Procurement Act 2023, section 52 expects at least three published key performance indicators on contracts above an estimated £5m, and section 71 expects performance against them to be assessed and published. Velstrian Bid checks both and rates the yearly summary red, amber or green. The check is advisory and never blocks you.

What is an AI credit?

Drafting and checking answers uses AI credits. Every plan includes a monthly allowance, shown beside its price. If you need more, top ups start at £10 for 100 credits and never expire, or we can switch on pay as you go at £0.10 a credit. Until you ask for it, the plan price is the most you can be charged.

I buy services. Is there something for me?

Yes. Velstrian Buy helps you ask for what you need, collect the replies and see the proof behind each one. Your own team does the scoring, never the AI.

Is everything on this page available today?

Yes. This page describes what Velstrian Bid does now. Anything still being built is on the roadmap. To see it on the kind of work you bid for, start a trial or book a call.
