Written for the people who write bids. Readable by the people who score them.
Every bid, public or private, passes through four people, and each wants something different. You might write it, sign it off, score it or deliver the work. Pick yours below.

Promise only what you can show later
Whatever you promise in a bid becomes what the buyer checks you against once you win. So each answer keeps hold of the document that proves it, and still stands up a year later, not just on the day you send it.
- On a public contract over 5 million pounds, the buyer normally publishes at least 3 targets you will be measured on
- The rule: Procurement Act 2023, section 52
You are the one who has to stand behind the numbers
A confident paragraph is not proof. Every figure in a draft comes from your own records, with the source shown next to it. If a figure is missing, it is listed as a gap for you to fill. Nothing is rounded to make a gap disappear, so your review is shorter and you can defend what you sign.
- Every figure in a draft shows where it came from, or is left as an open gap to fill
- Our rule: no figure without a source
You are deciding whether to believe a stranger
Each claim in a reply sits next to the document it came from. Checking it means comparing two things side by side, rather than guessing who sounds most convincing.
- From 1 January 2027, central government contracts tendered at 1 million pounds or more (inc VAT) must give at least 10% of the score to social value, the good a supplier does locally
- The rule: PPN 026, the Social Value Model
You inherit somebody else’s promises
The promises made in the bid become the targets you are measured on. Each one stays linked to the proof behind it, month by month, so the yearly review is put together from a record rather than from memory.
- On those same contracts, the buyer reviews how you are doing against the targets at least once a year
- The rule: Procurement Act 2023, section 71

The rules it follows
The Procurement Act 2023 and PPN 026, the government’s guidance on social value. Each answer shows the rule it was written against, so you can read the rule yourself.

What we stand for.

Mission
Make bidding fair, whatever your size
Size and budget should not decide who can answer a buyer properly. Public contracts are where we prove it, because their rules are published and anyone can check our reading of them.
-
Vision
Answers you can stand behind, first time
A market where any business, public or private, answers a buyer from proof it already holds, without paying a bid consultancy to gather it.
-
Values
Proof over promises
Every claim we make points to its source, on this page and in every draft. That is why you will find no win rates and no named customers here.

Two products, one platform.
Velstrian serves both sides of a procurement, and both work in the public sector and the private sector.
Velstrian Bid
For businesses that bid. It finds public contracts on Find a Tender, Contracts Finder, Public Contracts Scotland and EU TED, and takes private requests you upload. It drafts your answers from your own documents, covers the social value questions buyers score, helps with the statement on AI use some buyers ask for (PPN 017), and after you win keeps the proof behind each target you are measured on.
Velstrian Buy
For buyers. Set out what you need, with clear social value questions, then see where each reply answers it, quoted word for word from the reply or marked as missing. Velstrian Buy puts the replies in order. Your own panel does the scoring.
