Construction
Stronger bids for construction works, public and private.
Velstrian Bid finds construction contracts that suit your firm and helps you answer them from your own documents, whether the client is a council, a school, a housing association, a developer or a main contractor. Bid for more work without hiring a bid team.
Your first 7 days are free. A card is needed to start.
Who asks you to bid
More frameworks, tighter margins, more to prove.
Public clients are councils, schools, the NHS, housing associations and central government. They advertise most work on official listing sites, often through frameworks with their own questions and rules. Private clients, such as developers, main contractors and commercial property owners, usually send their tender straight to you.
Two things make these bids harder than they used to be. Public buyers now score the good you do locally, such as local jobs, apprentices and lower carbon on site, and they expect proof of it after you win. Every promise in a bid follows you into the contract.
Most small firms have one or two people writing bids between live jobs. Missing a tender, or reusing a weak answer, costs real work.
How Velstrian Bid helps
From notice to submission-ready, faster.
One place to find the work, write the bid and prove you delivered, for a firm where the bid writer is usually also running a site.
-
Find the work that fits.
New public contracts arrive every morning, already matched to the trades, places and sizes of job you take on. A private client sent you a tender? Upload it.
-
Answer from what you already have.
Each answer is drafted from your past bids, policies and case studies. Every pound and percentage has to come from your own records, so nothing is made up.
-
Stay in charge.
You read, change and approve every answer before it goes. Where AI helped write it, the answer says so, which public buyers now expect.
-
Show what you delivered.
After you win, keep proof of each promise you made, such as local jobs and apprentices, ready for the client's progress reviews.
For when you need it
The rules and words, explained.
You do not need any of this to start. Open a line when a rule or a word comes up in a tender.
Where public contracts come from
Public buyers must advertise most contracts on official listing sites. Velstrian Bid reads Find a Tender, Contracts Finder, Public Contracts Scotland and EU TED every morning at 06:00 UTC and names the site on every notice. Canada, US federal and World Bank notices are available per organisation on request. Private clients rarely advertise, so you upload the tender they send you.
Frameworks and portals
Much public building work is let through frameworks, approved lists of contractors that buyers call work off, such as SCAPE, Pagabo, Fusion21, Procure Partnerships and NHS Shared Business Services. Each has its own questionnaire and rules, and most run through e-sourcing portals (the buyer's online tender websites) like In-tend and ProContract.
CPV codes
A CPV code is the standard number a public buyer uses to label what it is buying, for example a code for building works or for roofing. You can filter the morning feed by CPV code, region and contract value, so only the jobs you can deliver reach your list.
PPN 026 and social value
Social value is the extra good your firm does locally, such as hiring local people, taking on apprentices, using small local suppliers and cutting carbon on site. PPN 026, the next edition of the Social Value Model, was published on 5 August 2026 and applies to central government procurements commenced on or after 1 January 2027 at 1 million pounds inc VAT or above. Velstrian Bid adds up the figures in code from a curated library of measures aligned to National TOMs conventions (Themes, Outcomes and Measures, a UK way of counting social value).
PPN 017 and AI
PPN 017 is the government guidance on telling a buyer when AI helped write a bid. Every answer drafted with AI carries that note, and a person approves it before it is sent.
Procurement Act 2023, sections 52 and 71
The Procurement Act 2023 sets the rules public buyers follow and has applied since 24 February 2025. Section 52 says a public contract worth more than £5m needs at least three published targets, called key performance indicators. Section 71 says performance against them must be assessed and published. Velstrian Bid checks these duties for you and keeps your delivery proof beside each target. The checks guide you and never block you.
Questions
Construction bidding, answered.
Can I use Velstrian Bid for private construction work?
Yes. Developers, main contractors and commercial property owners usually send their tender straight to you. Upload it, and Velstrian Bid drafts the answers from your own documents in the same way as for a public tender.
Which construction frameworks does Velstrian Bid help me bid for?
Velstrian Bid reads the public tenders and framework call-offs published on the official listing sites, including works let through frameworks such as SCAPE, Pagabo, Fusion21, Procure Partnerships and NHS Shared Business Services. You filter by CPV code (the buyer's standard label for the type of work), region and value, so only the jobs you can deliver reach your list.
How does PPN 026 social value apply to construction bids?
PPN 026, the next edition of the Social Value Model, was published on 5 August 2026 and applies to central government procurements commenced on or after 1 January 2027 at 1 million pounds inc VAT or above. Construction buyers commonly ask for local jobs, apprenticeships, spend with small firms and carbon reduction. Velstrian Bid works out the figures in code and drafts answers from bids you have already written.
How does Velstrian Bid help after I win the contract?
It gives you one place to record proof of each promise you made at bid stage, and it checks the Procurement Act 2023 duties on published targets (sections 52 and 71) so you know what the buyer will report on.
